Four 646 ribbons of 30 balloons each were laid out in a cross pattern and connected at the center with a hole left in the middle. These were all one color in the Toomey design, but you might vary the colors between ribbons or even within a single ribbon if you like.
A large circular frame was placed above the cross.
The outside ends of the ribbons were raised and attached to the frame.
The process was repeated with another set of 646 ribbons at a different angle.
The illustration to the right shows two sets of 646 ribbons joined to a single frame. The Toomey design used four sets of 646 ribbons.

Strings of miniature Christmas lights were hung in the center for illumination.
